Early/Head Start & ECEAP Program offered at Olympic Community Action Programs Clallam Port Angeles
Provides learning and educational opportunities to children in Jefferson and Clallam counties. Offers Early/Head Start and ECEAP programs for low-income families, provides parenting classes, and medical referrals.
The Early Childhood Services at OlyCAP are focused on addressing the needs of families with children age five and younger. Preschool, early childhood development, child care and family support services are offered at sites throughout Clallam and Jefferson counties. Children enrolled receive a developmental screening, an individualized learning plan, at least two meals each day and an active learning experience on days they attend the center. In addition to children services, each family enrolled receives support in accessing medical and dental care for their child, parenting education, home visits and help with finding needed services or resources in the community.
Head Start/Early Head Start Head Start and Early Head Start programs promote school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social and other services to enrolled children and families. The program strives to engage parents in their children’s leaning and help them in making progress toward their educational, literacy and employment goals. Additionally, the Early Head Start program promotes healthy prenatal outcomes, promotes healthy family functioning, and strengthens the development of infants and toddlers.
Early Childhood Education and Assistance Program (ECEAP) The Early Childhood Education and Assistance Program is a whole-child, family-focused pre-school program designed to help low-income and at-risk children and their families succeed in school and life. Because of the many factors that affect a child’s learning ability and development, ECEAP has four interactive components. They are: learning in a pre-school setting, health screening and assistance with follow-up medical and dental care, healthy snacks and meals, and family support including help accessing resources and social service.

Parent Education
- Incredible Years Parent Training: helps parents understand how to build a positive relationship with their child. Available at the Wenatchee Family Resource Center or in-home. Currently provided through a contract with DCYF. Families are referred by their social worker.
- Project Safe Care: boosts parenting skills, while teaching how to improve the health of the child. Currently provided through a contract with DCYF. Families are referred by their social worker.
-Triple P: evidence- based program boosts parenting skills. Currently provided through a contract with DCYF. Families are referred by their social worker.
- Triple Point: Local program for LGBTQ+ (lesbian, gay, bisexual, transgender, questioning, intersex) youth, 12 to 18 years old. Provides a safe place where youth can make positive connections, learn about community resources, receive the support they need, receive counseling, as well as participate in regular meetings with other LGBTQ+ youth and group leaders.

- Readiness to Learn: works with children so they can be successful in school and in the community. Serves students in the Entiat, Eastmont and Wenatchee school districts.
- Truancy Invention Program: gives students a boost to help improve attendance. Serves students in the Wenatchee School District in partnership with Chelan County Juvenile Center.

Kaleidoscope Play & Learn is a development-centered playgroup for children ages birth to five and their caregivers/parents. Our trained playgroup facilitators lead engaging circle-time activities including story time, songs, interactive games, art activities. We operate weekly play groups throughout Grays Harbor, Mason, and Thurston counties.

KCR provides free preschool programs for children (ages 0-5) from income-eligible families and for children with special needs. These programs provide a wide array of services for children and families, including safe and affordable child care at many locations. Program Hours: We offer full-day options with extended day childcare and part-day options without childcare. Hours vary by center. ParentChild+ Early Learning Program offered at Atlantic Street Center's Youth and Family Center
Provides home visitors for parents with 2- and 3-year-old children, engaging parents in stimulating family activities with their kids that help to prepare them for preschool.
Supports families in helping their young children reach certain educational milestones ahead of preschool. Through our partnership with ParentChild+, we pair families and toddlers with Early Learning Specialists who visit twice a week for up to two years. These visits help children learn skills to help them prepare for school and give parents tactics they can use every day to be their own child’s teacher. Early Learning Specialists also bring participants free books and toys that the child can keep.
