Eligibility
Property must be located within Seattle Public Utilities' service area.
Homeowner household must meet income eligibility guidelines, earning at or below 80% of Area Median Income, or housing provider must serve tenant households that meet the same guidelines. For free toilets, existing toilets must have been installed before 2004.
